What I think might haveĀ happenedĀ is that there was a flood, and this person is running in the flooded area.

So, I found out this picture is called ‘Behind the Gare Saint-Lazare’, which was taken by a man named Cartier-Bresson. This picture was taken in black and white in 1932, and the picture gets its name because it was taken in the Saint-Lazare train station in Paris. That is a ladder, and that person is a businessman running, so there is contrast between the water and the person.
